NAVAL FORCES
The Order of Battle for the First Order contemplates three standardized naval groups: the Patrol Fleets, which are meant to maintain borders and prevent sneak attacks; the Rapid Response Fleet, which is meant to be the strong answer to any major attack; and the Expeditionary Fleet, which is a force-projection naval group.
This Order of Battle does not contemplate the need for or distribution of picket vessels, police vessels or planetary security vessels. Those fall outside the scope of the First Order Navy, and should be defined by and for a separate Territorial Guard.
The First Order does not currently possess enough ships of the correct classes to fully adequate itself to this Order of Battle. Numerous concessions are made, including such unfavorable exchanges as replacing Victory-class Star Destroyers from the order of battle with Dreadnought-class Heavy Cruisers. Such replacements with inferior or older craft are widespread in all but the Expeditionary Fleet. Significantly, the Order is more than 100 Victory-class Star Destroyers short of the intended fleet strength. The only class of ship that has sufficient numbers are the Imperial-class Star Destroyers, with a surplus of four of them.
Patrol Fleet
The First Order currently holds 42 Sectors, of which a full 28 lie along borders to other factions or to the Unknown Regions. There are a total of 70 sub-sectors along the borders. Each Frontier Sub-sector is patrolled by a Patrol Fleet, composed of the following vessels:
- 1 Imperial-class Star Destroyers, the flagship of the commanding officer, a Fleet Admiral;
- 8 Victory-class Star Destroyers;
- 16 Frigate-scale support vessels (preferred: Lancer-class frigate and Ton-Falk Escort Cruiser);
- 16 Corvette-scale support vessels (preferred: Raider-class corvette);
- 2 Interdictors of any class.
Patrol Fleets are to be organized thus:
A Core Flotilla stationed at a centralized point, generally in orbit of an uninhabited star system. This Core Flotilla maintains jump readiness for all Patrol Points, which are all the likely means of access to the sub-sector by foreign forces or smugglers. A frontier sub-sector has, on average, 24 Patrol Points. The Core Flotilla is composed of:
- Both Imperial-class Star Destroyers;
- 8 Frigate-scale support vessels;
- 2 Interdictors;
4 Patrol Flotillas patrol along the edges of the territory. The route of patrol is defined by the Patrol Points, which are all key systems along the edge of the sub-sector. Each Patrol Flotilla must have jump readiness for all Patrol Points at all times. Patrol Flotillas jump from one Patrol Point to the next, lingering in each one for 15 minutes. Thus, every Patrol Point is visited by a Patrol Flotilla every hour. Each Patrol Flotilla is composed of:
- 2 Victory-class star destroyers;
- 2 Frigate-scale support vessels;
- 4 Corvette-scale support vessels.
Note that with 70 frontier sub-sectors, the Patrol Fleets take up the vast majority of the First Order’s military assets. Significantly, there are not enough Interdictors available, and several of the Patrol Fleets must make do with a single one.
Rapid Response Fleet
The Rapid Response fleet is the answer to major foreign aggression. It is intended to quickly overwhelm any attempted invasion through tremendous concentration of power at a single point, to break up the enemy line. It is composed of:
- 1 Star Dreadnought of any class, the flagship of our Grand Admiral;
- 8 Imperial-class star destroyers;
- 16 Victory-class star destroyers;
- 32 Frigate-scale support vessels;
- 32 Corvette-scale support vessels.
The Rapid Response fleet is separated into 4 flotillas of equal size, with the primary one also holding the flagship Star Dreadnought. These flotillas are placed equidistantly within the territory, such that at least one is capable of rapidly responding to an invasion from any direction.
Expeditionary Fleet
The Expeditionary Fleet is the force-projection element of the navy, meant to be employed in taking the fight to the enemies. The Expeditionary Fleet is the cream of the crop, composed of the best and newest vessels, crewed by the best officers. It is defined with a greater level of specificity, as there will be no need to blend unorthodox vessels into it. It is composed of:
- 1 Super Star Destroyer, the First Order’s flagship vessel;
- 5 Imperial II-class star destroyers;
- 10 Victory II-class star destroyers;
- 10 Ton-Falk-class escort carriers;
- 5 Lancer-class frigates;
- 10 Raider-class corvettes.
